In flamenco guitar it’s called the pulgar technique… “Pulgar” meaning thumb in Spanish.
I’m going to break this down into three steps.
Step #1 – Basic thumb technique.
- Drive through the string (rest stroke)
- Not free stroke… more of a classical technique
- Use wrist to move thumb… Not entire arm
- Keep first finger near or resting on the first string.
Step #2 – Descending A minor scale
Step #3 – Adding the Chords
